Japanese Peace Treaty.
Following is text of proposed announcement.
Begins.
"By draft Japanese Peace Treaty, H.M.G. is empowered to seize Japanese assets in Colonial, Trust and Protected territories. In view of suffering caused by the Japanese in the territories which they overran, H.M.G. proposes to apply such assets for the benefit of these territories.
The Secretary of State has drawn the attention of this Government to the fact that certain small territories in the Western Pacific, which suffered very severely under the Japanese, have no such assets. Accordingly, while the Secretary of State indicates that bulk of local Japanese assets will be made available for Hong Kong, he suggests that a certain proportion should be made available for less fortunate territories. This Government is in agreement with this suggestion. Manner in which local Japanese assets will be applied for the benefit of the Colony will be decided by the Secretary of State, in consultation with this Government"
